  尊敬的主席,尊敬的各国代表,下面我谨代表菲律宾政府陈述我国对待如何应对全球气候变化的建议。

  Honerable chair and dear delegate ,this is the representative of Phillipine,here is my brief speech 近些年来全球气候异常,各国对于气候变化愈加关注。在多国的努力下,达成了京都议定书等公约。然而公约的执行并不如人意,应对气候变化仍是当前迫在眉睫的问题。菲律宾作为一个负责任的国家,一直以来密切关注着气候变化问题,积极参与关于气候变化的各个国际会议,是京都议定书缔约国之一。与此同时,在国内,菲律宾政府也积极推动低碳环保政策,并于2009年颁布了气候变化法。

  During recent years, the world’s climate changes abnormally,every country pays more and more attention to climate changes.With efforts of many countries,Kyoto Protocal has been reached.However,the implementation is below expectation.Dealing with climate changes staring us in the face.As a responsible country,Philippine has been keeping an eye on climate changes and taking an active part in many meetings on climate changes.At the same time,we enact Climate Change Law in 2009 and promote low-carbon enviromental friendly policy.

  关于应对全球气候变化,菲律宾有如下建议:

  About how to deal with global climate changes,Philippine has following suggestions:

  1、建立双赢的技术推广机制和互利技术合作。发达国家应更加积极地兑现承诺;发展中国家应更加主动地承担减排责任。例如我们可以制定一个类似于分期付款的制度。稍后我将详细解释;

  Firstly, win-win mechanism should be set up.We can set up a win-win mechanism popularizing techinology and improving mutual-beneficial cooperation with which developed countries can make good on the promise and developing countries can play a more important role in carbon dioxide emission.

  2、在联合国框架之下,建立一个全球性的关于温室气体回收存储技术的研究机构。向全世界征集关于该问题有所研究的权威专家,建立人才库,每年向其提供一定的科研资金。其研究成果归全人类共享。

  We can set up a research institution on the techonology of recovery and storing of GHG. under the framework of UN and set up a talent pool by calling together the scientists who do research on it all around the world.Every year,UN give a fund to it for the research.The achievements of it will be shared by all people around the world.

  3、建立一个类似于国际红十字会的组织,为气候变化建立一个基金会组织。该基金会组织在各缔约国均设有分部,由各国政府直接领导。

  A fund organization similar to International Red Cross should be set up to give support to climate changes.This organization sets branch in every country leading by the government.

  4、在联合国框架下建立监督机制,监督各缔约国义务履行。

  A monitoring mechanism should be set up under the framework of the United Nations,monitoring each party’s implemention.

  5、在联合国框架下建立制裁委员会,对于故意不履行义务的国家、集团予以制裁。制裁手段以经济制裁为主包括限制贸易等。

  The United Nations Sanctions Committee should be established under the framework of the United Nations. The committee punishes the countries and groups who do not take its responsibility.The punishing way is based on ceonomic sanctions includes restraint of trade and so on.

  最后,菲律宾愿与各国携手,将应对气候变化的合作推向更高的水平。

  At the end,philippin is glad to work with other countries to push cooperation about climate changes to a higher level.

  Dear Secretary-General, national diplomats:

  I’m very honored to on behalf of France to talk about the climate change in the world. Our meeting today will be an important political signal to the world public opinion. We do not have the right to inaction on this issue.

  As we all known , Climate change has become the world's most urgent task, so both developed and developing countries should trust each other and work together to solve this problem. Only in this way can we develop steadily and have a good relationship with the environment not only for the sake of our own interest, but also for the global development.

  In order to solve the environmental problem, France has put forward a lot of policies to response to climate change.

  For example in 2003 France adopted the "National Strategic Plan for Sustainable Development” .What’s more, in 2005 France put “the

  Environmental Charter" into the Constitution to make the constitution more complete and solid

  In order to solve the problem better, France has also set targets on climate issues. In 2004 France adopted "Climate Plan",which says that by 2010, the annual emissions of greenhouse gas will be reduced to 72 millions tons. France set for

  itself a higher demand and promised that by 2050, its greenhouse gas emissions would be cut down to 1 / 4 of the present emission. We hope that our actions can make contributions to the protection of the environment.

  I want to talk more about suggestions of solving the climate issues.

  Firstly, we advocate that United Nations Environment Program should be transformed into a global Environment Organization joined in by all nations. Secondly, we also think that we can through the way of collecting the carbon tax enable other countries to assume responsibility for climate changes.

  Thirdly, we also advocate that all countries should develop the economy in a

  Non-carbon-based way, which is very important to keep a good relationship with the environment.

  As a developed country, we know that we should take more responsibilities than the developing countries. France holds the opinion that to solve the climate problem is a global issue so we should work together and UN should be a good place where all countries can consult with each other about the environment problems.

  France today has become the country which releases the least carbon dioxide emissions of all countries. In France, a large part of energy production is to be conducted on a non-carbon basis, and our carbon dioxide emission is much lower than the average level in many other countries.

  We hope that France’s proposals to response to the climate will be the references to every country, hope that all countries will work together to solve the climate problems.

  At last but not least, we hope we can reach a consensus to work together to solve the problem. We insist that we can make our earth more beautiful through the efforts of all countries.

  主席,各代表先生:

  随着科技的发展,核能作为一种新能源进入了人们的视野,极大地缓解了能源紧张问题。但在其带来福音的同时,也带来了伤害。至1954年世界上第一座核电站在苏联建成后,一些国家开始相继建造核电站。目前,全球有数百座核电站在运行。1986年乌克兰切尔诺贝利核电站事故给世界带来了巨大的冲击。前段时间,日本“3·11”地震引发的核泄漏事故令全球紧急关注各自的核安全状况。

  对此,我国采取了相应的安全措施。3月16日,我国国务院常务会议决定,调整完善核电发展中长期规划,全面审查在建和电站,暂停审批核电项目。与此同时,相关部门正在抓紧制定核电安全规划,着重提出对新建项目选址,对已运行项目抵御多重叠加灾害事故等方面提出更严格的标准。未来还将强化核安全局下属的区域核安全监管机构的职能,并要求企业建立自己的应急抢救队伍。

  当然,加强核安全符合各国共同利益,需要各方共同努力。各方应切实履行核安全的国家承诺和责任,加强国内相关立法和监督管理机制,采取有效措施保护本国核材料和核设施安全;切实巩固现有核安全国际法框架,推动《核材料实物保护公约》制定案尽早生效,促进《制止核恐怖主义行为国际公约》的普遍性,有效打击核材料非法贩运;切实加强核安全国际合作;切实帮助发展中国家提高核安全能力;切实处理好核安全与和平利用核能

  的关系。

  中国高度重视核安全,坚决反对核扩散和和恐怖主义。中国一贯主张全面禁止和彻底销毁核武器,坚定奉行自卫防御的核战略,始终恪守在任何时候和任何情况下不首先使用核武器的政策,明确承诺无条件不对无核国家和无核武器地区使用或威胁使用核武器。并且积极支持加强国际核安全努力,坚定支持各国平等享有和平利用核能权利。

  并且中方认为,美国作为拥有最大核武库的国家之一,继续以不可逆的方式大幅度削减核武库,进一步减低核武器在国家安全中的作用,对于最终实现全面、彻底核裁军和促进国际和平与稳定至关重要。

  总之,我国呼吁各方进一步凝聚共识,本着互利共赢的精神,普遍参与,密切合作,应对核安全挑战,全面促进可持续发展,为世界持久和平、共同繁荣作出贡献。解决这一问题需要国际政治格局的改变,以及缓和社会意识形态的巨大差异。并且需要大国之间的利益与妥协,以达到政治格局的平衡。这需要各国以人类自身为出发点,用人道主义去衡量社会的价值,减少核武器对整个地球生灵的威胁。

  16岁的传奇少女马拉拉(Malala Yousafzai )是巴基斯坦西北部的一名女学生,以争取妇女接受教育的权利而闻名。2012年10月9日,马拉拉在乘校车回家途中,遭到塔利班枪手企图暗杀,头部和颈部中枪,一度情况危殆。为表彰马拉拉不畏塔利班威胁、积极为巴基斯坦女童争取受教育权利所作出的杰出贡献,联合国将每年的7月12日(马拉拉生日)定为“马拉拉日”。

Being here with such honourable people is a great moment in my life and it is an honour for me that today I am wearing a shawl of the late Benazir Bhutto. I don’t know where to begin my speech. I don’t know what people would be expecting me to say, but first of all thank you to God for whom we all are equal and thank you to every person who has prayed for my fast recovery and new life. I cannot believe how much love people have shown me. I have received thousands of good-wish cards and gifts from all over the world. Thank you to all of them. Thank you to the children whose innocent words encouraged me. Thank you to my elders whose prayers strengthened me. Today is the day of every woman, every boy and every girl who have raised their voice for their rights.

  There are hundreds of human rights activists and social workers who are not only speaking for their rights, but who are struggling to achieve their goal of peace, education and equality. Thousands of people have been killed by the terrorists and millions have been injured. I am just one of them. So here I stand, one girl among many. I speak not for myself, but also those without a voice can be heard. Those who have fought for their rights. Their right to live in peace. Their right to be treated with dignity. Their right to equality of opportunity. Their right to be educated.

  Dear friends, on 9 October 2012, the Taliban shot me on the left side of my forehead. They shot my friends, too. They thought that the bullets would silence us, but they failed. And out of that silence came thousands of voices. The terrorists thought they would change my aims and stop my ambitions. But nothing changed in my life except

  this: weakness, fear and hopelessness died. Strength, power and courage was born. I am the same Malala. My ambitions are the same. My hopes are the same. And my dreams are the same. Dear sisters and brothers, I am not against anyone. Neither am I here to speak in terms of personal revenge against the Taliban or any other terrorist group. I am here to speak for the right of education for every child. I want education for the sons and daughters of the Taliban and all the terrorists and extremists. I do not even hate the Talib who shot me.

  Even if there was a gun in my hand and he was standing in front of me, I would not shoot him. This is the compassion I have learned from Mohamed, the prophet of mercy, Jesus Christ and Lord Buddha. This the legacy of change I have inherited from Martin Luther King, Nelson Mandela and Mohammed Ali Jinnah.

  Dear sisters and brothers, we realise the importance of light when we see darkness. We realise the importance of our voice when we are silenced. In the same way, when we were in Swat, the north of Pakistan, we realised the importance of pens and books when we saw the guns. The wise saying, “The pen is mightier than the sword.” It

  is true. The extremists are afraid of books and pens. The power of education frightens them. They are afraid of women. The power of the voice of women frightens them. This is why they killed 14 innocent students in the recent attack in Quetta. And that is why they kill female teachers. That is why they are blasting schools every day because they were and they are afraid of change and equality that we will bring to our society. And I remember that there was a boy in our school who was asked by a journalist: “Why are the Taliban against education?”He answered very simply by pointing to his book, he said: “A Talib doesn’t know what is written inside this book.”

  They think that God is a tiny, little conservative being who would point guns at people’s heads just for going to school. These terrorists are misusing the name of Islam for their own personal benefit. Pakistan is a peace-loving, democratic country. Pashtuns want education for their daughters and sons. Islam is a religion of peace, humanity and brotherhood. It is the duty and responsibility to get education for each child, that is what it says. Peace is a necessity for education. In many parts of the world, especially Pakistan and Afghanistan, terrorism, war and conflicts stop children from going to schools. We are really tired of these wars. Women and children are suffering in many ways in many parts of the world.

  In India, innocent and poor children are victims of child labour. Many schools have been destroyed in Nigeria. People in Afghanistan have been affected by extremism.

  Young girls have to do domestic child labour and are forced to get married at an early age. Poverty, ignorance, injustice, racism and the deprivation of basic rights are the main problems, faced by both men and women.

  Today, I am focusing on women’s rights and girls’ education because they are suffering the most. There was a time when women activists asked men to stand up for their rights. But this time we will do it by ourselves. I am not telling men to step away from speaking for women’s rights, but I am focusing on women to be independent and fight for themselves. So dear sisters and brothers, now it’s time to speak up. So today, we call upon the world leaders to change their strategic policies in favour of peace and prosperity. We call upon the world leaders that all of these deals must protect women and children’s rights. A deal that goes against the rights of women is unacceptable.

We call upon all the governments to fight against terrorism and violence. To protect children from brutality and harm. We call upon the developed nations to support the expansion of education opportunities for girls in the developing world. We call upon all communities to be tolerant, to reject prejudice based on caste, creed, sect, colour, religion or agenda to ensure freedom and equality for women so they can flourish. We cannot all succeed when half of us are held back. We call upon our sisters around the world to be brave, to embrace the strength within themselves and realise their full potential.

  Hello, I'm Severn Suzuki speaking for E.C.O. - The Environmental Children's Organisation.

  We are a group of twelve and thirteen-year-olds from Canada trying to make a difference:

  Vanessa Suttie, Morgan Geisler, Michelle Quigg and me. We raised all the money ourselves to come six thousand miles to tell you adults you must change your ways. Coming here today, I have no hidden agenda. I am fighting for my future.

  Losing my future is not like losing an election or a few points on the stock market. I am here to speak for all generations to come.

  I am here to speak on behalf of the starving children around the world whose cries go unheard.

  I am here to speak for the countless animals dying across this planet because they have nowhere left to go. We cannot afford to be not heard.

  I am afraid to go out in the sun now because of the holes in the ozone. I am afraid to breathe the air because I don't know what chemicals are in it.

  I used to go fishing in Vancouver with my dad until just a few years ago we found the fish full of cancers. And now we hear about animals and plants going exinct every day -- vanishing forever.

  In my life, I have dreamt of seeing the great herds of wild animals, jungles and rainforests full of birds and butterfilies, but now I wonder if they will even exist for my children to see.

  Did you have to worry about these little things when you were my age?

  All this is happening before our eyes and yet we act as if we have all the time we want and all the solutions. I'm only a child and I don't have all the solutions, but I want you to realise, neither do you!

  You don't know how to fix the holes in our ozone layer.

  You don't know how to bring salmon back up a dead stream.

  You don't know how to bring back an animal now extinct.

  And you can't bring back forests that once grew where there is now desert.

  If you don't know how to fix it, please stop breaking it!

  Here, you may be delegates of your governments, business people, organisers, reporters or poiticians - but really you are mothers and fathers, brothers and sister, aunts and uncles - and all of you are somebody's child.

  I'm only a child yet I know we are all part of a family, five billion strong, in fact, 30 million species strong and we all share the same air, water and soil -- borders and governments will never change that.

  I'm only a child yet I know we are all in this together and should act as one single world towards one single goal.

  In my anger, I am not blind, and in my fear, I am not afraid to tell the world how I feel.

  In my country, we make so much waste, we buy and throw away, buy and throw away, and yet northern countries will not share with the needy. Even when we have more than enough, we are afraid to lose some of our wealth, afraid to share.

  In Canada, we live the privileged life, with plenty of food, water and shelter -- we have watches, bicycles, computers and television sets.

  Two days ago here in Brazil, we were shocked when we spent some time with some children living on the streets. And this is what one child told us: "I wish I was rich and if I were, I would give all the street children food, clothes, medicine, shelter and love and affection."

  If a child on the street who has nothing, is willing to share, why are we who have everyting still so greedy?

  I can't stop thinking that these children are my age, that it makes a tremendous difference where you are born, that I could be one of those children living in the Favellas of Rio; I could be a child starving in Somalia; a victim of war in the Middle East or a beggar in India.

  I'm only a child yet I know if all the money spent on war was spent on ending poverty and finding environmental answers, what a wonderful place this earth would be!

  At school, even in kindergarten, you teach us to behave in the world. You teach us:

  not to fight with others,

  to work things out,

  to respect others,

  to clean up our mess,

  not to hurt other creatures

  to share - not be greedy.

  Then why do you go out and do the things you tell us not to do?

  Do not forget why you're attending these conferences, who you're doing this for -- we are your own children. You are deciding what kind of world we will grow up in. Parents should be able to comfort their children by saying "everyting's going to be alright" , "we're doing the best we can" and "it's not the end of the world".

  But I don't think you can say that to us anymore. Are we even on your list of priorities? My father always says "You are what you do, not what you say."

  Well, what you do makes me cry at night. You grown ups say you love us. I challenge you, please make your actions reflect your words. Thank you for listening.

  我来替地球上正在死去的数不清的动物讲话,因为他们没有地方可去。必须有人听听我们的声音。

  我现在不敢出去晒太阳,因为臭氧层有破洞。我害怕呼吸空气,因为我不知道里面有什么化学成分。

  我曾经和爸爸一起在温哥华钓鱼,直到几年前我们发现鱼都得了癌症。现在每天我们都能听到动物和植物灭绝的消息——它们再也回不来了。

  在我的生命里,我梦想着看见大群的野生动物,看见到处是鸟和蝴蝶的热带丛林,但是现在我不知道我的孩子还能不能看到它们存在。

  你们象我这么大的时候也需要担心这些事情吗?

  这些都在我们的眼前发生,可是我们却假装我们有无穷无尽的时间和办法去解决问题。我只是个小孩,我没有解决这些问题的答案,但是我想要你们知道,你们也没有!

  你们没有办法修补臭氧层的破洞。你们不能让三文鱼回到已经干涸的河流,你们没有办法让灭绝的动物重新出现,你们也无法让已经变成沙漠的地方重新成为森林。

  如果你们没有办法去修补,就请不要再去破坏!

  在这里,你们也许是政府的代表、商业人士、组织者、记者或者政治家,但你们也是父亲和母亲,兄弟和姐妹,叔叔和阿姨——而且,你们所有人都是你们父母的小孩。

  我只是一个小孩,可是我却知道我们都是一个大家庭的成员,这个家庭有五十亿人,三千万个物种,我们共享着同样的空气、水和土壤。国界和政府永远也改变不了这个事实。

  我只是一个小孩,可是我却知道我们是一个整体,应该为了同样的目标一起努力。 我很生气,但我不盲目。我很害怕,但我不怕把我的感觉告诉全世界。

  在我的国家,我们浪费太多,我们买了又扔掉,买了又扔掉,却不肯分享给需要的人。甚至当我们拥有的已经太多的时候,我们还是怕会失去财富,不愿与人分享。

  我只是一个小孩,可是我却知道如果所有花在战争上的钱都被用来终止贫穷、找寻环境问题的答案,这个地球会变成多美好的地方!

  在学校,甚至是在幼儿园,你们就教我们要做个乖孩子。你们教我们不要打架,要谦让,要尊重别人,要清理弄脏的地方,不要伤害动物,要分享,不要自私。

  那你们为什么却在做着不让我们做的事?

  不要忘了你们为什么来参加这些会议,为谁来参加——我们是你们的孩子。你们在决定着我们在什么样的世界里成长。父母在安慰孩子的时候应该能说"一切都会好的""我们正在尽力"和"这不是世界末日"。但是我想你们再也说不出这些话了。你们真的还把我们放在头等重要的位臵吗?我爸爸总是说:"你所做的才代表了你,而不是你所说的。"

  你们所做的事情,让我在夜晚哭泣。你们大人说你们爱我们。我恳请你们,言行一致。谢谢!
